Who Is Eligible To Vote By Mail In Texas?

  • 65 years or older
  • Sick or disabled
  • Out of the county during early voting and election day 
  • In jail or Involuntary Civil Confinement but otherwise eligible to vote
  • NEW!  Expecting to give birth within three weeks before or after election day.
The following is what you must affirm to Vote by Mail because you are sick or disabled  "I have a sickness or physical condition that prevents me from appearing at the polling place on election day without a likelihood of needing personal assistance or injuring my health."
Steps to Vote by Mail:

Apply For Your Ballot By Mail

Applications must be received (not postmarked) at the county election office by the application deadline.

Tips for Filling Out the Application

  • NEW! Fill out every section of the application including your contact information in case there is an issue with your application.
  • NEW! Provide your Voter ID number -  Texas Drivers License or personal ID,  Election Identification Certificate  Number and the last four digits of  your Social Security Number.
  • If you are 65 years or older, or are sick or disabled, mark the box for “Annual Application”.
  • If you are out of the county (where you are registered to vote) during early voting and on Election Day, fill out the vote by mail application for each election. 
  • Mark your party of choice to vote in the Primary Election.
  • If you check "Disabled" - do not write in your disability.

Complete And Return Your Ballot By Mail

  • Ballots will be mailed 30-45 days before election day, or by 7 days after the office receives the application, whichever is later.

  • Complete your ballot using a blue or black pen, not a pencil.

  • Place your voted ballot in the Ballot Envelope and seal it.

  • Place Ballot Envelope in the enclosed pre-addressed carrier envelope.

  • Seal carrier envelope and sign where indicated exactly as you signed the ballot by mail request.

  • Place appropriate postage and mail it via USPS or other common carriers such as FedEx or UPS, etc.

  • You can also hand-deliver your sealed return envelope to your local Elections Office during regular business hours. You will need to show a valid photo ID to do so.

  • Make sure the Elections Office receives your ballot on or before Election Day.

What If I Decide Later To Vote In Person?

  • Take your vote by mail ballot with you to the polling station and turn it into the voting clerk. You will be allowed to vote on a regular ballot.

  • If you lose or forget your ballot you can still cast a ballot at the polling station. Ask your election worker for assistance.
